As a soldier in the Soviet army Gocha Khetaguri has experienced many things that he would rather forget. But every time he closes his eyes the memories come back to him. About his home that he had to leave in South Ossetia and about friends that have died in his arms. Often he cannot fall asleep until the morning and he rarely sleeps more than 2-3 hours.

Most of the young men in the Saguramo Camp neither attend school nor have a job. In the evening they often gather around the fire to sit and stare at the flames. Two years ago Gocha Khetaguri owned a company with twenty employees. All that has gone now and with an unemployment rate of 17 percent which raises to 78 percent among the IDPs it is very difficult to get a job without having good connections.

In addition to the minimal monthly pension that the Khetaguri family receives from the government they get 700 g pasta, 500 g beans, 200 g sugar and 900 g flour monthly to make the ends meet. It is far from enough to feed a whole family and it especially hurts the children who do not get all the vitamins they need.

All the items in the family’s apartment in Saguramo is gifts from friends and relatives from different parts of Georgia. Without their help they would not have had anything. Gocha Khetaguri’s apartment has got 44 m2 where he lives with his wife, their three children and his mother and father. The only income for IDPs is the pension of 22 lari a month (less than 10 euros). “We do not live. We just exist,” says Gocha Khetaguri.

There are approximately 230.000 IDPs all over Georgia from the last twenty years of conflict with Russia. The majority has been waiting up to eighteen years on a solution to their involuntary relocation. They are waiting. May they ever return to their homes – or will they have to live as refugees for the rest of their lives?

The conflict in South Ossetia in August 2008 between Georgia on one side and Russia and South Ossetian militias on the other forced 128.000 Georgian people to flee their homes. Some 26.000 are still living in camps for internally deported people (IDP) scattered all over Georgia. Their situation has not changed at all in the two years that have passed since the conflict in South Ossetia started.
